Students demand investigation
AALO, Sept 30: West Siang District Student Union and Kargu Kardi Student Union demanded a thorough investigation to unearth the reason that led to a school girl to commit suicide at Yomcha on September 17.
They further demanded exemplary punishment for APP Constable, who is alleged to have been responsible for the unfortunate incident. Both the unions said that the culprit should not be granted bail under any circumstance.
The victim, a class XI student, reportedly had a relationship with the constable and was staying together at Yomcha for the last three years, unaware that he was already married. DIPRO
Teachers demand early release
of pending salary
ITANAGAR, Sept 30: Expressing concern over the inordinate delay in releasing the pending two months (Aug and Sept) salary and TA and DA of the faculty members of Government Model College Basar, the Arunachal Pradesh College Teacher Association Government Model College Basar unit, today appealed to the Director Higher and Technical Education to release the same on or before Oct 12 next.
The association claimed that no action has been initiated by the Director, Higher and Technical Education so far despite submission of a memorandum earlier on Sept 11 last. It further threatened to launch a pen down strike in case their demands are not met within the stipulated time.

district has submitted a memorandum to the Chief Secretary calling for scrapping
of Phanchung Hydro-
IDAPF has strongly opposed the setting of two dams within the distance of just one kilometer and had submitted a memorandum for scrapping of project in the public hearing which was held in last April, said its chairman, Lota Singhi who led the delegation to meet the Chief Secretary.
It also decried the proposed preliminary survey for land acquisition initiated by the district administration and termed it as disrespectful to public sentiments. IDAPF threatened to launch widespread democratic movement if their demands are not met.
Tara Singhi, Chairperson, 10th Seppa Block Panchayat appealed to the Secretary, Hydro Power for immediate intervention in the matter while reiterating its demand for immediate scrapping of Phanchung hydro power project.
Meanwhile, the team also discussed with the Chief Engineer Sang Phuntsok on the issue. Further, IDAPF appealed the MLA Tapuk Taku for cooperation after which he is reported to have met with the authorities to discuss the issue.

DC visits RK Mission school
AALO, Sept 30: West Siang Deputy Commissioner Pige Ligu has visited Ramakrishna Mission (RKM) School and interacted with Swamiji, teachers and students of the school today.
During his visit, the DC, who is an alumnus of the school, also inspected the smart classrooms, computer section, kids’ hostel, library and other infrastructures of the school and urged the school authority to submit estimates on urgent requirements so that it can be mobilized at different levels to garner fund for the development of the school.

Committee reviews work progress
CHANGLANG, Sept 30: The District Level Monitoring Committee meeting was held at Changlang to review ongoing projects implemented under SPA, NLCPR, NEC, RIDF, RGGVVY, MsDP.
Addressing the meeting SDO Changlang Nampang Wangjen insisted on quality works as well as completion of projects within stipulated time.
He advocated for updating the Local Administration and panchayat on all the schemes being implemented in their respective jurisdiction to ensure best utility of the projects.

ITANAGAR, Sept 30: All Arunachal Pradesh Students Union (AAPSU) has decided to file
a “review petition” against the Sept 17 Supreme Court verdict on grant of citizenship
rights to Chakma-
It further decided to simultaneously launch movement against the decision in every district of the state as well as in New Delhi and other cities.
In a press statement, AAPSU President Kamta Lapung urged every citizen of the state to come forward and voluntarily extend support to the AAPSU in its movement against the refugees.
Meanwhile, upset at the Governor for not meeting the student delegation after their protest rally on Sept 28, aftermath of Supreme Court Verdict on grant of citizenship status to Chakma and Hajong refuges in the state, student Union termed the refusal uncalled for and not in the interest of the indigenous people of the State. Raj Bhavan, yesterday had already clarified its position on the issue.
On the other hand, the Union also demanded the removal of Standing Counsel for Arunachal Pradesh at the Supreme Court.
AAPSU appealed to all the politicians in Itanagar and New Delhi to stop playing hide and seek and instead concentrate on burning issues of the state and development.

"I am directly sending messages to the militants that if you are thinking of taking up arms and achieve something you are wrong. You are causing harm to your own people and you are the greatest destabiliser.
"You are a trouble for your own region, not other region," the Minister of State for Home Affairs said while addressing students at Lady Sri Ram College for Women here.
Appealing for peace, the minister said that violence is the only factor that is holding back the progress of the region, which otherwise has everything that could make it a great destination of India.
"North East is really beautiful region. Once we remove the violence from the region I can tell you it is the place to be. Only thing is we need to secure the place and once peace prevails prosperity will follow," he said.

Public hearing for Army land acquisition held at Gumto, registered villagers eligible for compensation

ITANAGAR, Sept 30: The general public hearing for land acquisition of 661 acres of land for Indian Army was held today at Gumto village. Land affected owners and locals of the area attended the hearing which was quite successful. The hearing was organized by Papum Pare district administration. Representatives of army including Defence Estate Officer, Jorhat, assessment board and others were happy to see overwhelming response from general public towards army.
The army along with district administration has been working since April 2010 for
setting of an Indian army base camp in Gumto area. Due to various issues, the land
acquisition process was delayed for some time. However, with holding of public hearing,
it is expected that process will speed up in days to come. As the outcome of today’s
meeting, it was decided that joint compensation assessment team along with all the

Also in the meeting, it was made clear that no outsider, whoever buys land or anything else in the Gumto village area, for the sake of availing compensation will be entertained. Only the genuine land owners of the area who are enrolled in the Panchayat will be considered for compensation.
Earlier Anchal Samity Member (ASM) of Gumto submitted a representation to Deputy Commissioner Papum Pare on behalf of the Gumto villagers. The villagers demanded that army should cooperate with local public and preference of civil work should be given to locals especially affected land owners. The majority of project affected people welcomed the proposal for setting up of army establishment at Gumto. DC Papum Pare Tai Kaye stated that this project is of national importance and need to be completed at the earliest.

Field training on scientific cultivation of tea held

RUKSIN, Sept 30: The Donyi Polo Tea Estate (DPTE), Oyan in collaboration with Agriculture Department of East Siang District has conducted a training program on ‘Scientific Cultivation of Tea’ for small tea growers in the Tea Estate training hall today. This was the first tea cultivation training conducted under Chief Minister Mission Mode Scheme (MMS) in East Siang district.
Addressing the participants in the training, Tea Estate Manager Manuj Kumar said that the DPTE has been conducting such programme to educate the new tea planters on scientific tea cultivation and also to encourage them to enhance their household economy through tea cultivation, which is known as green gold. Highlighting the contribution of the founder of the tea estate Yadap Apang, Kumar said that she is putting special attention for extension of tea cultivation in the region.

Another manager of the tea estate, Taying Jonnom elaborated on pest and disease management in tea gardens. He also discussed on Plant Protection Code (PPC) and Plant Protection Formula (PPF) pertaining to limited application of pesticides on the tea plants.
The programme was followed by a field visit, wherein the resources persons demonstrated various technical procedures of tea garden management such as construction of drains, maintenance of space among tea bushes and identification of infested tea plants etc.

Itanagar, Sept 30: Itanagar Municipal Council (IMC) along with members of the Itanagar Market Welfare Association (IMWA) and Bazaar Welfare Committee, Naharlagun (NBWC) would work in coordination with each other to clean up the market area falling under its respective jurisdiction while the sector wise cleanliness drive would be carried out by the Councilors.
This was decided at a meeting convened by the Deputy Commissioner Itanagar Capital Complex Mige Kamki with the Councilors of the IMC and members of IMWA and NBWC relating to special cleanliness drive being organized in the state to mark Gandhi Jayanti on 2nd October.
Chairing the meeting, the DC urged the councilors and the members of IMWA and NBWC to work together as a team to ensure that the Capital Complex is clean. He appealed them to come forward voluntarily for the cause.

Where is humanity?
When the whole politics over beef started many feared that it might have a serious repercussion. Yesterday night with the killing of a Muslim man over suspicion that his family was involved in the slaughter of a cow at Greater Noida's Bisada village, the fear has finally come true. Ever since BJP came to power at centre, the call for country wide ban on cow slaughtered has intensified. The party which came to power at Maharasthra, Haryana and Jharkhand has banned beef in all these states. Politics over beef ban being fanned by BJP and its Sangh affiliates has taken first victim at UP.
It’s unfortunate that some people consider human life inferior to that of animal. Such people should know that India is a democratic country and constitution has given us freedom to eat whatever we want. Who has given authority to these killers to indulge in such kind of moral policing? UP government should ensure that all the people involved in the ghastly murder attack are strongly punished. Also its time BJP rein in its Sangh affiliates and stop them from further damaging the secular credential of India. All the Indians who believe in the country’s secular constitution should come out openly and denounced such kind of incident. This kind of incident makes us to ponder whether humanity still exists?

Partial treatment
Dear Editor,
Through your esteemed daily, I want to raise against partial treatment of teachers by State Bank of India (SBI) while dealing with personal loans. All the employees of Arunachal Pradesh are getting personal loan from SBI at eighteenth times of their salary but unfortunately SBI offers only twelve times of salary to the teachers.
All employees of state government should be treated equal.
I appeal to the Arunachal Teachers Association (ATA) to once again raise the issue with concern higher authority at the earliest and must stick to earlier demand to withdraw the salary account of the teachers from SBI and shift to other banks if demands are not fulfilled.
